(in The Feerrott) The erudite spire researchers based in Quel'ule in the Stonebrunt Highlands are experts in Ulteran spire technology. The erudite researchers in Quel'ule are the most knowledgable spire experts I know of. (in Stonebrunt Highlands) The bundle of components Tahar gave me should be studied closely. Study the spire components and come up with a plan. (in Stonebrunt Highlands) I should see what I can craft from the components Tahar gave me. Create a spire device from the components Tahar provided. (in Stonebrunt Highlands) I consulted Ghostclaw on the beach in the Feerrott. Bring the device back to the shaman for further advice. (in The Feerrott) A graveyard still in regular use such as Loping Plains would be a good place to find a departing spirit. Attune the spire device to a departing spirit leaving for Ethernere. (in Loping Plains) An obvious, easy to recognize landmark in a safe area of Obol Plains would work well. Tether the spirit anchor to a specific location in the Ethernere. (in Obol Plains) Captain Ethan Darani awaits my report in the Village of Shin. There is another attuned anchor available near Vanesta within Cardin Ward. Give the attuned spirit anchor to Captain Ethan. I can use the anchor inside the building where Keiya Oakwood sells fuel in Cardin Ward to reach the captain. (in The Village of Shin)
