What's This Thing Do?

Among the items Deputy Nettlebrine collected for her museum is an unusual piece that she's asked me to figure out for her. I'm intrigued by the unusual shape and I believe it's some type of weapon. Parts of it have probably broken off in battles with different creatures so I'll need to recover the pieces and put them all together to see what I've got.
