Vence Laden would like me to travel to where a rift exists between Norrath and the plane that contains the element of water. I will need to head to the Fens of Nathsar near where I found the wounded. I will need to dominate the docile water elementals in order to pull them fully into the realm of Norrath. Once I have done that, I should be able to obtain a lesser element from them. With enough lesser elements I can create a flow of pure water.
