Forge some spare swords for the defenders (in Phantom Sea)
The spare weapons can be left with Arms Master Ryan or Keep Master Yonette in front of Castle Highhold
Place the spare weapons in the empty crates (in Phantom Sea)
Quartermaster Robbins is in front of the castle by the south wall
Report back to Quartermaster Robbins (in Phantom Sea)
