• This effect can only trigger once every 5.0 seconds.
Applies Cold Stare when Activated. Lasts for 24.0 seconds.
• Inflicts 20 - 24 cold damage on target every 4 seconds.
• The casting time of Cold Stare is 3.0 seconds and the reuse time of the spell is 6.0 seconds
